Designed by Graham Downes the bar/restaurant part of the Tower 23 offers you the loungest place in Pacific Beach.
"The series of transition -- from the sky, horizon, breakers, shoreline, embankment and boardwalk -- are carried through the sequence of seating options, from the patio deck to the oyster bar, TOWER Deck, Sunset Patio, main dining or private Wine Room of the restaurant."
What I can advice you, during a weekday between 4 and 7 PM, is to go ahead the patio part, order their red Merlot and enjoy the view...I can assure you a great time!
